It's not very good right now but I think they will "figure it out" pretty soon. Whedon has a history of his shows starting out weak (Firefly being an exception) and getting better as time goes on. I also generally HATE procedurals as well so I'm just not really interested in shows that are 45 minutes of a complete story and hopefully they will get some arcs going sooner rather than later.
