Yup, it definitely seems like the Alliance has the run of the server. I've even heard stories that it is not uncommon to find Alliance xping in Barrens and such.
It's probably because of this that we have been attacked on the WoW CR forums by so many alliance spouting "guidelines" - they are scared that their PvE server will overnight become a PvP server.
Lots of carebears that will get the smack down soon.
